These pay engine code items allow the management of National Insurance data for employees, directors and employers in the following ways:

  • For employees:
    • Replace and adjust each employee’s total NI paid to-date, for both contracted-in and contracted-out rates.
    • Replace and adjust each employee’s total earnings for NI to-date, for both contracted-in and contracted-out rates.
    • Suppress NI calculations by entering pre-determined contributions or refunds, regardless of earnings.
    • Specify an amount of earnings on which to calculate an additional contribution or refund, separate from the contributions based on earnings for NI.
    • Specify contributions that will be deducted in addition to the normal calculated contributions.
  • For directors:
    • Replace and adjust each director’s total NI paid to-date.
    • Replace and adjust each director’s earnings for NI to-date.
    • Suppress NI calculations by entering pre-determined contributions or refunds, regardless of earnings.
    • Specify an amount of earnings on which to calculate an additional contribution or refund, separate from the contributions based on earnings for NI.
    • Specify contributions that will be deducted in addition to the normal calculated contributions.
  • For employers:
    • Replace and adjust the NI paid to-date for each employee.
    • Specify contributions that will be deducted in addition to the normal calculated contributions for each employee.
    • Replace and adjust the total NI paid to-date for each director.
    • Specify contributions that will be deducted in addition to the normal calculated contributions for each director.

During each open period, SDWorx-Pay uses earnings for NI to calculate each employee’s National Insurance contributions. It then uses this amount to update the NI contributions to-date that relate to the current contribution letter. It also uses the NI earnings to update the earnings to-date for which NI contributions are payable for the current contribution letter.

NATIONAL INSURANCE HISTORY

SDWorx-Pay can hold contribution and earnings for NI totals against up to four contribution letters in any one tax year. This is known as the NI history for the employee. In addition to entering or replacing new history details you can report the employee’s earnings for NI and NI contributions history on the Amendment Report, and delete the history that relates to a specified contribution letter. The Gross Earnings Related to National Insurance Contributions Report lists the earnings for NI for each employee.

CALCULATING NI CONTRIBUTIONS

At company set-up time, SDWorx-Pay will have been set to calculate NI contributions using either the percentage or table method. If the table method is selected, it accesses the correct table on the basis of the employee’s payroll frequency, contribution letter and tax year (whether current or previous). Having accessed the correct table, the employee’s earnings are used for NI this period to determine the employer’s and employee’s contribution. The percentage method is always used for calculating directors’ and mariners’ contributions.

CALCULATING DIRECTORS NI

Director’s NI calculation may change from non-cumulative to cumulative during the tax year. An example of this is when a director receives a bonus during the year and is waiting for the final tax period to carry out the reassessment. This could lead to a disproportionate amount of NI being payable in the final pay period of the tax year.

Once the calculation method has changed from non-cumulative to cumulative, NI must be calculated by the cumulative method for the rest of the tax year.

However if a company wishes to change a director from cumulative NI calculation to noncumulative NI calculation during the tax year, the solution will allow this and display a message on the Exception Report to warn the company that they have changed the NI calculation method

‘DIR NI CHANGED FROM CUM CALC TO NON-CUM – CHECK NI’.

This will allow the employer to change the method of NI calculation if they have set up a director with the wrong method and wish to correct it. If they do this they may need to adjust the NI totals-to-date and earnings bands; NI calculation will be reconciled at the end of the tax year or the final pay period for the director, but some of the calculations during the tax year may appear incorrect.

SDWorx-Pay cannot check for repeated changes between non-cumulative and cumulative NI calculation ; eg if a company

  1. Changes a director from non-cumulative to cumulative NI calculation
  2. Then changes them back from cumulative to non-cumulative
  3. Then changes them again from non-cumulative to cumulative

Reporting will not display an exception message for change (1); will print an exception message for change (2), and will not display an exception message for change (3).

PRE-DETERMINED PAYMENTS

If, for example, an employee has been paying NI contributions at the wrong rate, you can suppress NI calculations by entering pre-determined contribution amounts, regardless of earnings. If you enter pre-determined amounts, this amends the history for the current letter, or any other letter specified with the amount. However, you must amend the history for any previous letters affected, and you must also update the Employee’s earnings to date  history, e.g.  Earnings to date up to and including LEL (N161), Earnings to date between LEL and ET (N171)Earnings to date between ET and UEL (N191).

If you do not specify a contribution letter, then the employee’s current contribution letter is assumed.

You can enter pre-determined contribution amounts for either employees or directors, and in such a way that you are refunding contributions already paid, or are deducting contributions.

ADDITIONAL CONTRIBUTIONS

You can specify for individual employees that additional NI contributions are to be deducted. These will be taken in addition to (or deducted from) those that Payroll Active calculates for the current period. The additional contribution amounts that you can specify are for:

  • Employees at contracted-in and contracted-out rates.
  • Directors.
  • Employer’s, for both employees and directors.

The additional amounts are automatically added to the contributions calculated or determined by Payroll Active.

HOLIDAYS AND NI

For weekly payrolls only, Payroll Active will have been set at company set-up time to calculate employee and employer NI contributions for holiday periods using one of the two options:

  • Method A, where contributions are based on the earnings for the current week and the earnings for the holiday weeks separately, or Method B if its results mean a lower cost to the employee.
  • Method B, where contributions are based on the average earnings for the current week and holiday weeks.

LEAVERS

Using the employee status marker (see Employee status marker/E001) you can specify that a leaver is to have one payment after leaving. For a regular payment, NI is deducted in the normal way; that is, using the same method before the employee left. For an irregular payment, NI is deducted as if based on one week.

FREQUENCY AND PAY PERIODS

The number of pay periods used in the calculation of NI contributions (which are statutory deductions) is defined in the following ways:

  • At company set-up time, in accordance with the processing schedule’s standard calendar.
  • At employee level you can override the company-level number of periods using the employee-level
  • Override number of pay periods for statutory deductions and advance tax period/E810 or Override number of pay periods for statutory deductions and not advance tax period/E811.

SIGNED INPUT

You can enter positive or negative cash amounts against some of the NI payroll items, by preceding the amount with a positive or negative sign. If you enter no sign, a positive amount is assumed. The exceptions are:

  • Current NI letter/N001
  • Current second NI letter/N002
  • NI number/N003
  • Contracting-out date/N004
  • Director’s indicator/N005
  • Tax week for start of directorship/N202
  • Print history of earnings for NI/N403
  • Print NI history/N404
  • Delete NI history for an NI letter/N405

Note that the effect of entering a negative amount against:

  • Employee’s NI to-date increase/N011
  • Employee’s NI to-date decrease/N012

and other payroll items that increase and decrease amounts for this payrun only is to reverse the effect; that is, an increase becomes a decrease, and a decrease becomes an increase.

If the employee’s NI history exceeds four contribution letters, Payroll Active rejects the last entered letter and amounts and displays NI HISTORY AREA FULL on the Input Error Report. Reporting also displays NI LETTER NOT UPDATED – NI HISTORY AREA FULL on the Exception Report.

Director to Employee change options

Two additional director indicators are available to provide the ability for automation when a directorship has ended, and the individual is continuing as a non-director. In this instance the HMRC requirement is to continue National Insurance Calculations based on director calculation methods until the end of the tax year. Non-director calculations commence in the new tax year.

NOTES:

  • Payroll Active will recognise an employee as a director only if the letters C, D, E, F is set against N005.
  • If you attempt to enter director details against an employee that has not been specified as a director, Payroll Active prints N005 NOT INPUT on the Input Error Report.
  • To change a director to a non-director during the tax year, enter Z against N005.
  • If a director becomes a non-director during the tax year, you should still treat the employee as a director until the end of the tax year and use options C and F, for the purpose of NI calculations. When crossing into the new tax year they will revert to standard employee NIC calculations,
  • If the employee becomes a director during the tax year, enter the tax week number when this happens against N202.
EMPLOYER NI CONTRIBUTION EXEMPTIONN006

Use N006 to indicate that the employer is exempted from paying normal NI contributions and that NI contributions are deducted at employee only rates.

Typically you will use N061 and N062 when contributions in the previous payrun have been calculated using the wrong letter. For example, the contribution letter is set correctly to B so that contributions for the current and subsequent pay runs will be calculated using letter B:

Payroll Active then calculates a positive contribution based on £160.00 for the current letter B, then a negative contribution (that is, a refund) based on £160.00 for the incorrect letter A.

  • You can enter successive amounts against each of N061 and N062 in the same pay period. At the time of the payrun, Payroll Active totals the amounts against each, to give the pay for an NI contribution at current rates, and the pay for an NI refund at current rates.
